In 1959, he earned a master’s in physical education from the University of Texas. Dr. Lowrey was awarded a Ph.D. in 1969 from the University of Illinois in recreation and park administration. He joined the U of I faculty in 1969 and retired as professor emeritus in 1986 after 17 years of service.

Dr. Lowrey is noted for his instrumental role in starting the American University’s International Program for Study Abroad in Scotland and his work coordinating the field practicum for many years. Dr. Lowrey authored or co-authored over fifteen books and many articles. He was the recipient of awards and citations from fifteen state and local organizations, including the National Recreation and Park Association and the Illinois Association of Park Districts, as well as a state resolution in his honor.
